Planning and Development

Strategic Plan

In February of 2023, the Board of Trustees adopted a Strategic Plan to guide the overall restoration and development of Island Cemetery. The Strategic Plan contains a long term planned approach divided into four 5-year increments for development purposes which:

1. Develop a best practices approach to the management and delivery of cemetery services ensuring all statutory obligations are met and assets are developed and safeguarded over the long term.

2. Ensures that the Island Cemetery is in a suitable financial position to meet its short and long term commitments while providing the community with burial options and service to meet current expectations.

3. Aligns service provision with the needs of the community and enhances community ownership and connectedness with the cemetery.

4.  Identifies development and associated costs for available open spaces.

While it is not practical to expect the Cemetery to operate as it has for the first 170 years of its existence, the Cemetery needs to leverage its role as a community institution and strive to become and stay relevant to the community in a variety of ways.

 Landscape Master Plan

As part of our Strategic Plan, the Trustees contracted with PLACEstudio, llc in the development of a Landscape Master Plan to identify areas for future development. The Plan has been approved and adopted by the Board of Trustees to be used as a guide in the development of plans to provide ongoing management, beautification, maintenance, and restoration of Island Cemetery.  The Plan, which documented existing conditions in the cemetery, deals comprehensively with available open spaces as well as enhancements to the landscape design of the cemetery.  The Plan identifies which areas and types of burials should be developed as a priority, and considers the potential revenue and cost of such development.
